I Need Site To Sell SME Data

]Hi naijaworlders Please I want to have a site that I will use for VTU , Same data for all networks, cable subscription and Electricity Prepaid. I don't know much how it is operated. I met my school colleague and he told me to pay 50k to built the site for me. Since I didn't have such I told the host of the site I'm using now, he told me to pay 100k for site and sim hosting. I have made another person who sell in my vicinity, he told to pay him 10k so he can teach me how to do manually with my sim card. Is it possible to do manually?
