Opening Of Working Place On Public Holidays: Is It A Crime?

Don't really know where to post this but decided to post it here cause I need answers. I'm sure the mods will know what to do. Public holiday as we all know is a day set aside u, usually by the Federal Government to be 'work-free' day either because of religious celebration, national day or in honour of someone etc. On such days, places like Banks, Schools, some organization and all government offices are usually closed. The question is, what if a School or Bank decides to open on such day, maybe because they have so much work to handle or it could be that they don't really fancy the idea of sitting down at home resting or doing nothing; would that be a crime? And if so, who will enforce it at that point in time?
