Applied For An International Passport Over A Month Ago And Still Haven't Gotten

I applied for an international passport at the NIS office in Bauchi State over a month ago and up to this day, I have not gotten the passport. The explanation I'm getting is not satisfactory. This delay is really affecting my plans and I'm growing impatient. Please, what can be done to remedy this? Is there a way I can get my passport quickly? I wanted going to another state and apply for the passport but the NIS personnel attending to me said its not possible because I have already been captured in Bauchi.
